    "content": "I am also asked to explain why public participation within the area of the intended project was not undertaken by the Ministry in light of the fact that Karimenu Dam is less than five kilometres from the proposed Ndarugu II Dam. The implementing agency, Athi Water Works Development Agency, commenced public participation with the residents within the project area in December 2022. Some of the members of the public objected to the implementation of the project and filed a court case. Hon. Speaker, indeed, we held two public participation meetings, but during the second meeting there was disruption by members of the public, including political incitement. Therefore, the conclusion of that session was not done. However, some of the members in the project areas or members who were likely to be affected filed a court case and an injunction against commencement of the project in the interim basis was issued, therefore, hindering further public participation. I confirm that the Ministry is defending the suit since we are still interested in this project."
