Is the Cabinet Secretary and the National Irrigation Authority able to have a sit down with the owners of Gicheha Farm to allow communities around it like Lumi, Njukini, and Sir Ransom Irrigation Scheme have the benefit of accessing Tsavo River? My understanding is that as per Article 62 of the Constitution, all rivers are public resources. It is important that the Ministry sits with Gicheha Farm to allow the communities to have access to the river for purposes of irrigation and domestic use."
