    "content": "The sewerage is 48.2 kilometres. I have listed the specifications there. To date, the status of the work concerning the sewerage is as shown there. Sewerage works is at 89 per cent while waste stabilisation is at 61 per cent. I have listed the rest of the components, site works, and integrated school dormitories at 70 per cent completion. Plant and equipment is the stage where we have stalled completely. Total overall project completion status is at 73 per cent. The second part of the Question is on the provision of details of the total contract sum. The total contract sum for the water supply component is Ksh1,420,147,030. The sewerage component is Ksh1,039,413,014. You want to understand why there is delay. The contract period was for 18 months. It was originally expected to be complete on 30th July 2020, but it has been stalling for various reasons and the contractor has sought extension five times. The contract period has been extended to 47months. The revised completion date is now 31st December 2023. The cause of delays is stated in paragraph two. They are: slow tax exemption that held the contractor; COVID-19 restrictions because of material delivery considering where the site is; some payments have also been delayed and inadequate mobilisation of staff and plant and equipment although that is the contractor’s problem. As I said, plant and equipment are not yet on site. The contractor has also been asked to expedite this work and we are expecting the new date of 31st December 2023 for both projects to be achieved. Overview of delays is as stated. For the sewerage, the contractor has extended three times. The issues for delays are shown. Objection by Project Affected People (PAP) is one of the major hurdles. The Government had to change the designs twice because there were issues with regard to objection by the PAP, and increased scope of work after it started. There was variation of the scope of work mainly due to Resettlement Action Plan (RAP) issues. The persons affected and compensation issues required additional funding considering the delay and the process for sourcing additional funding was a challenge. The last part of the Question is on when the contractor will resume work. He has not left site save that the mobilisation is slow. This work should be completed. We have given very strict instructions that the work must be completed by the end of the year. Looking at the status of completion, that is achievable. There is a case of a child who died. I have been asked to deal with the case for loss of human life and livestock. How do we avert that?
