    "content": "secure the place to avoid any further loss of human life. I regret the loss of life of that young boy. The contractor was involved in a way and he assisted the family with some burial expenses, but the case for compensation of the young boy’s life has not yet occurred. This is something we will follow up because all sites and construction work are insured. There is no reason why compensation should not take place. The matter is also under Mandera Police Station and the family is in contact with the contractor, but I will put in the Ministry’s voice. It is a simple issue in terms of processing and the affected family can be compensated. The contractor is under instructions to completely secure the pond site and to seal the current route that leads to the farms. It is actually near the pond site. There is an alternative route near the General Service Unit (GSU) camp. Access has been allowed through that area. The contractor has also been asked to increase patrols so that he can keep an eye on unnecessary or illegal access to the site to avoid any future accident. Overall, we are interested in completing this project. We know there is dire need for water in Mandera."
