Hussein, Member of Parliament for Mandera East and the question brought by Member of Parliament for Mandera County, Hon. Umul Kheir Kassim. If you listen to what the Hon. Member of Parliament for Mandera East is saying, he is basically speaking for the contractor, even alleging that there are payments pending. When I listened to the Cabinet Secretary, she said there is nothing substantial. I was just wondering: if this project is in Mandera East Constituency represented by Hon. Hussein, should you be speaking for the contractor or for the people of Mandera East?"
