    "content": " Thank you, Hon. Temporary Speaker. Mine is a supplementary question. The first question which I would like to ask Hon. Cabinet Secretary in charge of Water, Sanitation and Irrigation is whether she is aware about the illegal appointment of Board Directors in Athi Water Works Development Agency. Section 66 of the Water Act 2016 provides that members and Chairman of the Board must come from the water basin, but some of the appointed Board members come from Nyanza, Eastern and others from Western. They have been appointed without consultation of the leaders within the region. The basin is Murang’a, Kiambu and part of Nairobi. My question to the Cabinet Secretary is whether she is aware of the illegal appointment of the Board of Directors. When are they going to rectify this to comply with the regulations whereby directors are supposed to be appointed competitively with the consultation of the local leaders?"
