    "content": "As a Committee, we also note the delay of projects that have started including projects that have stalled. There are also infrastructural projects that are in place but are not operational because of the equipment that is supposed to be in these institutions, for example, hospitals. In Nairobi, you find that Nairobi Metropolitan Services (NMS) put up hospitals but they are not functioning because the other facilities and equipment needed to be in that infrastructure are not in place. So, the disbursement of the funds and the whole ideology of funds at the county governments is very key at all times in this House."
