    "content": "Cabinet Secretary can be allowed to borrow at not more than 5 per cent, this clause should be suspended for five years. If you pass a law to create debt anchor and suspend the clause that is supposed to be implemented, it means we are giving the Cabinet Secretaries an open cheque to borrow as they wish. Madam Temporary Speaker, this House is supposed to also protect the President. When the Goldenberg scandal happened in this country, Moi as the President thought all was well. Had the Parliament of that time protected him, Mr. Kamlesh Pattni would not have run away with those billions of shillings. Similarly, when Anglo-leasing took place, President Kibaki thought all was well. So, as President Ruto works very hard, Parliament must remind him that we have got to be cautious on the some of the decisions being made by the Treasury. My brothers and sisters, we are building the country. The children have just left the gallery. So, if we do not grow the economy so that those children are better off, it means all of them will just find themselves on the streets jobless. Today, we have more than 4 million children on the streets yet they are holders of degrees, diplomas and certificates because our economy is not growing. Thank you so much. I second the Motion."
