    "content": "Mr. Temporary Speaker, Sir, I actually would like to officially give credit to the Kenya Kwanza Government because, for the first time, all the money that is supposed to go to the county governments has been released. That is what we would want to encourage the Government to do. This money being released is not supposed to be done as a punishment; it is supposed to be done because one, it is constitutional. Secondly, it is the national Government’s responsibility. In this case, the Kenya Kwanza Government’s responsibility is to make sure that our money is released and taken to the county governments where it is supposed to mitigate the issues which are affecting our people."
