    "content": "We have had very many departments which have gone for months without salaries. Under this arrangement, away from these governors getting money, I call upon all the oversight committees, including the County Public Accounts Committee (CPAC) where I sit and the County Public Investments Committee (CPIC), which is chaired by my brother Sen. Osotsi, to make sure that we play our key role of keeping governors on their toes. If we play our role of oversight effectively, these people can make proper use of the resources that we devolve to them."
