    "content": "On a point of order, Mr. Deputy Speaker, Sir. May I remind the Government that it is not a crime to be poor anywhere in the world? One just finds himself in that situation. There are 37 helicopters with the army. The rich of Kenya have access to these other helicopters that he has listed. Could he tell us when they are going to convert some of those 37 helicopters to public use, so that they can be used by the poor people of Kenya? We know the rich have access to the ones you have listed. Could you tell us how many you will now convert to public use, so that the rich enjoy and the poor can also get service?"
