    "content": "Article 21 (3) of the Constitution obligates the State organs to address these needs of the vulnerable groups by coming up with legislative policies and other measures to achieve realisation of the rights of those groups. The Constitution, in very clear and mandatory terms, by usage of the word ‘shall,’ places that responsibility in the State and all the State organs."
