    "content": "I am not talking about an imaginary group of people in the country. I am talking of a group of these people recognised in our Constitution. Mr. Temporary Speaker, Sir, we have a total of 3,573,749 Kenyans who fall under the category defined in Article 260 of the Constitution. This is 9.3 per cent of our population. Can you imagine that we have ignored the well-being of 9.3 per cent of our population? We have not mainstreamed or integrated them in participating in democracy as the rest of the population."
