    "content": " It has died in the process twice because the relevant Committee did not take it forward. The idea of forming a National Kiswahili Council was fully supported by this House. It is a very popular decision. It has also been approved by the Cabinet. I am out of words because I do not know what else I can do if we have brought it here twice. It was time barred in both occasions because the Public Petitions Committee dealing with it did not take it forward in a timely manner."
