Speaker, I rise on behalf of the Departmental Committee on Justice and Legal Affairs to give a progress report on the Committee’s consideration of the Conflict of Interest Bill (National Assembly Bill (No.12 of 2023) and request for extension of time. Standing Order 127(4) requires the Chairperson of a Committee to which a Bill has been committed to report to the House within 30 days on its consideration. The Conflict of Interest Bill was read the First Time on 6th June 2023 and committed to the Departmental Committee on Justice and Legal Affairs. The Bill seeks to repeal the Public Officer's Ethics Act of 2003 and amend certain provisions of the Anti-Corruption and Economic Crimes Act of 2002, the Ethics and Anti-Corruption Commission Act of 2011, the Leadership and Integrity Act of 2012, and the Public Procurement and Disposal Act of 2015. The Bill also introduces a new paradigm and approach to public service integrity and ethical issues which will affect all public and State officers, including the manner in which the Members of this House will conduct their affairs once the Bill is enacted into law.
