"content": "Mr. Bahari wanted to know why the Efficiency Monitoring Unit (EMU) deals with systems and Inspectorate of State Corporations deals with management and why we cannot merge them. The EMU is a unit that we use to investigate, not only pilferages, theft or improprieties but also efficiency in management of public affairs. So, we sent them to several institutions, including Government departments and Ministries as well as some parastatals. Whereas the Inspectorate of State Corporations deals with State corporations, it does not investigate Government departments. That is the reason why it is not possible to merge them."
