"content": "There are two categories of children of incarcerated parents: zero to four years who are allowed to stay with their mothers in prison, and above four years who are expected to be outside prison. In view of the above, the following are the steps taken to ensure the basic needs of children are met: 1. The sub-county children's officer opens a protection and care file for children accompanying their mothers and caregivers to prison and those left at home. 2. Sub-county children's officer conducts a social inquiry interviewing the parent at remand or prison and home assessment and compiling a court report. 3. A prisons officer prepares a care plan for the children while in prison premises. The care plan includes basic needs of the child, tracing relatives and exit from prison. 4. Family conferencing is undertaken to execute the care plan, which includes child and parent counselling. 5. Reintegration with other family members or placement in a charitable children's institution or statutory children's institution, which is a last resort and temporary or referral to agency for basic needs. 6. Executing any other court orders issued besides reintegration 7. Follow up to find out how they are doing with relatives in the institution. Note also that we have ongoing talks with the Chief Justice to have these mothers put out of prison to be able to take care of these children and those discussions are positive. On the plans and policies in place to provide financial support to children of incarcerated parents: 1. The Ministry has developed a ten-year care reform strategy for children in Kenya to guide national steps towards family promotion and strengthening, robust alternative family care and tracing, reintegration and transitioning from institutional care to family and community-based care for all children in need of care and protection.
