"content": "2. Rescue and placement to a charitable children's institution or alternative family care. In addition, the sub-county children's officer receives and compiles reports on all children received and accommodated in charitable children’s institutions. 3. Provision of the Presidential Secondary School Bursary for those who are eligible as per the Presidential Secondary School Bursary (PSSB) guidelines. I am told in all constituencies, you will find PSSB funds that can be used. Although it is a small kitty, it gives a child about Ksh30,000 per year. 4. The Ministry effects change management of care givers, guardians to ensure continuous support through cash transfer to orphans and vulnerable children for the households already enrolled. 5. The other plan is to ensure uniformity in all prisons and facilities taking care of such children and those in the community. 6. The Ministry is also developing guidelines on the care and protection of children of incarcerated parents. On the last three, the Ministry has developed a child protection management information system to manage data and information about children that need care and protection, including children of incarcerated parents for real time monitoring and reporting. The Ministry also has done a National Children's Policy, 2010 that provides safeguards for the rights and welfare of children in the country and is currently under review to align it to the Constitution of Kenya 2010 and emerging children's protection issues. Lastly, the Ministry has a National Social Protection Policy, 2011, which is under review that recognises and builds on existing social protection initiatives such as education bursaries, school feeding programmes, fee waivers in public health facilities, Orphans and Vulnerable Children (OVC) programmes, older persons cash transfer and Youth Enterprise Fund, among others.
