    "content": "“The Board may appoint such officers or staff as are necessary for the proper discharge of the functions of the Corporation under this Act, or any other written law, upon such terms and conditions of service as the Board may determine.” The Board, itself, is appointed by the Minister under Section 6. So, if under the Postal Corporation of Kenya Act, it is the Board that should appoint; is it in order for the Prime Minister to mislead the House that the appointment of Post Master-General yesterday was legal, when it is clear here that it is in contravention of the law?
