    "content": "4. Inadequate opportunities for access to education and training including mentorship programmes targeting persons with disabilities, to be absorbed in various sectors of the economy. In order to address this challenge, the National Council for Persons with Disabilities is providing scholarships to learners with disabilities to equip them with education and training relevant to the job market. Also, the National Council for Persons with Disabilities is providing support to the development of learning infrastructure development in special schools to expand the enrolment capacity of institutions offering education and training to persons with disabilities. Access to Government procurement opportunities is another initiative that the Government uses to empower persons with disabilities, women and youth who have companies and businesses. The Council has also developed an artificial intelligence-driven portal — the National Council for Persons with Disabilities career portal — to bring together and match employers and job seekers with disabilities with appropriate skills. This portal currently, has registered 437 employers and over 5,700 job seekers with disabilities. Moreover, the Government has also provided opportunities for persons with disabilities to pursue self- employment. These opportunities include but not limited to: 1. Access Government procurement opportunities. The Council has started a Local Purchase Order (LPO) financing programme to support businesses owned by persons with disabilities, who win government tenders with financial support to support those tenders. 2. Support persons with disabilities with technical and vocational skills, with tools of trade to start small businesses to earn income. 3. Support groups of persons with disabilities with final resources, to start income- generating projects to enable members to earn income. In conclusion, the Government’s approach of promoting inclusion through disability mainstreaming across all Ministries, Departments and Agencies goes a long way in creating more opportunities for persons with disabilities to participate in nation-building. To this end, we appeal to Parliament to request the State Department for Performance and Delivery Management, to reinstate the Disability Mainstreaming Performance Indicator to the Performance Contracting Management guidelines from where it has been expunged for the Financial Year 2023/2024.
