"content": "4. Voluntary withdrawal from the programme. 5. Significant positive change of household socio-economic status after verification through recertification. Below are eligibility criteria for each programme. The set eligibility criteria for Orphans and Vulnerable Children Programme are that a household should: 1. Be an extremely poor Kenyan household with one or more orphans and vulnerable children as a permanent member who is below 17 years. 2. Not be benefiting from similar cash assistance programme with exception of a household having older persons as a beneficiary. 3. Have a caregiver who is chronically ill and unable to perform his/her duties. 4. Have been a resident in a particular location for more than a year. The set eligibility criteria for Person with Severe Disabilities Programme are that a household should: 1. be an extremely poor household with a person(s) living with severe disabilities. 2. A household not enrolled in similar cash transfer programmes. 3. Should have been a resident in a particular location for more than a year. The set eligibility criteria for Older Persons are that: 1. One must be a Kenyan citizen aged 70 years and above and a holder of a valid Kenyan national identification card. 2. One should not be receiving a pension. 3. A person should have been a resident in a particular location for more than a year. Response to part two of the Question about the expansion programme for Inua Jamii is that the programme’s expansion over the years has been dependent on additional budgetary allocation for each financial year. The scale up for persons living with disability (PWDs), older persons and the vulnerable, was done in the Financial Year 2015/2016. However, in the Financial Year 2017/2018, through the Presidential directive, the Older Person’s Cash Transfer Programme was scaled up to cover senior citizens of over 70 years and above who were spread across the 290 constituencies. During this financial year, through His Excellency, the President’s directive, the Ministry plans to register additional 500,000 beneficiaries. These numbers would be spread to all the constituencies, including Machakos Town Constituency. Response to part three of the Question on the steps taken by the Ministry to ensure timely disbursement of funds, it is already done, and the response is that as directed by His Excellency, the President, Inua Jamii Programme beneficiaries be paid timely, and on a monthly basis. I wish to confirm that the Government has already disbursed funds for the month of July 2023. Payment commenced on 31st July 2023 and moving forward, payments will be done by 20th of every month."
