    "content": "The next Question asked that I expound on the steps the Government is taking to ensure the beneficiaries in polygamous households receive benefits commensurate to their needs. The Government is implementing three cash transfer programmes and each programme targets certain categories of vulnerable groups. The Older Person's Cash Transfer Programme targets individuals over 70 years and above, and stipends are paid as individual benefits. Therefore, irrespective of the number of persons in a household who meet the above eligibility criteria, they are all paid the stipulated amount of Ksh2,000 per month. In this case, the issue of beneficiaries in polygamous households is taken care of if spouses meet the eligibility criteria. However, for the Orphans and Vulnerable Children Programme and the Persons with Severe Disabilities Programme, the target is a household that meets the set programme criteria. In this case, therefore, the amount received from the programme is for the entire household, irrespective of the number of members in the household. The next question asked that I state the measures the Ministry is undertaking to ensure timely disbursement of payments to beneficiaries. Towards ensuring timely and predictable payments to programme beneficiaries, in February 2023, the Cabinet approved a memorandum that prioritised the national safety net Inua Jamii Programme budget expenditure and directed the National Treasury to disburse funds to the Ministry alongside the monthly Government payroll. Further, through the directive by His Excellency the President, the payment of Inua Jamii Programme beneficiaries is made on a monthly basis and before the salary of Government employees is made. This has already taken effect with payment of stipends for July 2023."
