    "content": "We will need to do a bit more for us to observe prudence and conformity with the rule of law and the Constitution in terms of implementation. We have seen governors use county monies on things like feeding programmes in schools, which is a National Government function. We have seen governors trying to compete with Members of Parliament, trying to deploy funds that are required for county functions onto National Government functions and we have seen county government functions being ignored."
