    "content": "We need to pass the Prompt Payment Bill, so that when you supply, there is a timeline for payment by both national Government and county governments. Why do we have pending bills? As a Senate, we must prick our conscience. When you ask the National Treasury, they tell you that all the money has been released to the counties, but on the ground, people are still owed. Where does the money go? That is why I said that the EACC has failed this country when it comes to protection of devolution."
