"content": "Our Report is very clear. The small-scale millers were not on the design and architecture of this programme. They were brought in, in the eleventh hour. They milled the maize and took their products to the market. As for the large-scale millers, there was a whole chain from the cereals, provincial administration and security apparatus only those were supposed to guard that food chain to ensure that it reached the distributors, wholesalers and retailers. However, for the small-scale millers, we are urging this House to kindly, consider the Report and alleviate the suffering of these small millers.
