    "content": "Mr. Speaker, Sir, I stand here as the Chairman of the Departmental Committee on Local Authorities. On 4th June, 2009, the Temporary Deputy Speaker made an order that the Departmental Committee on Local Authorities prepares and submits a report on the issue of the Nairobi Cemetery. I would like to bring to your attention the fact that we were not ready with that Report as at 4th September, 2009 as it should have been. One of the major reasons for the delay is that the Committee was not activated until the beginning of August, 2009. We are carrying out investigations and, indeed, we have done much. We request this august House to extend the date to the end of September this year. That is an extension of roughly three weeks."
