    "content": "Further to the provision Clause 3(d) of this Bill with regards to the extension of the time on the applicability of the fund. Clause 3(d) suspends the application of Article 204(7) of the Constitution and extends dependency of the fund. This is a very critical provision because whereas we are asking for an extension of the availing of these funds to the counties, Article 204(7) and (8) of the Constitution provides that this fund lifespan is 20 years. This is a very important provision because it will give additional life to the fund so that the counties identified by CRA also benefit within the confines of the constitution."
