    "content": "Thank you, Mr. Deputy Speaker, Sir. Hon . Cabinet Secretary, currently the special needs education top-up is given to learners with a disability who are enrolled in special schools. The ones who are in regular schools are not benefiting from this top up yet the Ministry Sector Policy, 2018 is intended to try as much as possible to enrol them in regular schools. Why is this discrimination happening and what are you doing to address it? I thank you."
