    "content": " Thank you very much, Mr. Deputy Speaker, Sir. As I have moved around the country, I have been able to encounter these questions in many places. There is a place in Ndaragwa which is neighbouring Laikipia. The last time I was there was last month. There are teachers working in the same climatic conditions and hardship, but you will find a school which is one km apart, whereby one school is getting the allowance while the other one is not getting. This makes it necessary for people to apply for transfer in order to get that additional income. Now, the criteria of classifying an area as a hardship area is clearly given out and understood. Some years ago, there were certain other factors which must have been considered apart from the real factors which are supposed to make it necessary for an area to qualify as either being a hardship or not a hardship area. Again, if we classify every area in this country as a hardship area, then you know even the amount of money you are giving us in the Education Sector. If it goes beyond 30 per cent of the total budget and there are other sectors of the economy, then really, I do not know whether we can manage that.
