    "content": "I would like to comment on the issue of debts. My county is among the counties that have very big debts of Kshs450 million. During the meeting between the CPISFC and our water company called TAVEVO Water and Sewerage Company Limited, we found that the debt has gone up to Kshs451 million. In that debt, there is some money lost as a result of non-collected revenue and through pilferage. However, most of the money is lost through non-revenue water."
