    "content": "Mr. Speaker, Sir, we have a clear separation of powers and somebody has said that this House cannot act in vain. I want to repeat that some of the recommendations that we have here, at the end of the day, if we adopt the Report the way it is, this House will be acting in vain. I do not want to act in vain and, therefore, we need to give this Report to a Committee. It will look at it more critically and ensure that the Report is complete. When you look at this Report, it is incomplete. Some of the annexes are not in the Report. How can the House make a decision without some of the annexes in the Report?"
