    "content": "Thank you, Mr. Temporary Speaker, Sir, for giving me an opportunity to contribute to this proposed amendment to the Public Finance Management Act. We know that globally, whether you go to the United States of America (USA) or in South Africa, one of the strongest economies, Governments do borrow. That is a globally accepted phenomenon in managing the finances of countries. Therefore, it is a good thing when, as a country, we are trying to put in place a framework that will be predictable on how our Government will borrow. There is no doubt about that."
