    "content": "I say so because even if you go back to borrowing, we all know that our national debt is always the first charge when we come to share our revenue. The debt must be removed first. Whatever remains is what we share. Therefore, if we allow our Government to borrow in a manner that is not properly managed, it means we will not have enough money to share with our counties."
