    "content": "Mr. Speaker, Sir, on 19th August, 2009, the Minister for Industrialization issued a Statement outlining the reasons for the delay in the reopening of Pan-African Paper Mills, Webuye. In the course of the clarifications sought by hon. Members, the Chair referred the matter and circumstances occasioning the delay to reopen Pan-African Paper Mills, Webuye, to the Departmental Committee on Implementation to investigate and report back within three weeks. Mr. Speaker, Sir, let me take this opportunity to report to the House that the Departmental Committee on Implementation is actively dealing with the matter and, in its quest to give an opportunity to the Minister to appear before the Committee, a meeting is scheduled with the Minister on Friday, 11th September, 2009, before we submit the final report to the House. Mr. Speaker, Sir, the Departmental Committee on Implementation realizes that this is the third week since the Chair referred the matter to us. It is in this respect that the Committee seeks the indulgence of the Chair to extend the period within which to report by a further two weeks to enable the Committee to finalize the matter and file a well considered and exhaustive report.
