"content": " Thank you, Hon. Temporary Speaker for giving me an opportunity to put my voice and contribute to this important Motion on the development of implementation of a child care programme for children whose parents are in lawful custody. I must take this opportunity to thank Hon. Brighton Yegon for coming up with this very timely and most welcome Motion at a time when we know that a lot of things are happening in our societies all over the world in relation to children, their rights and welfare. The arrest of a parent can have significant impact on a child, especially if it happens in his or her presence. We live in a society where children face a lot of challenges. This impacts on the child's development, especially in relation to how the child will in future view the police force. If the arrest happened in front of a child, it might have some lifelong impact on the child to the effect that it can also determine how the child will view the police and law enforcement in general as they grow up. Looking at the prayer that Hon. Brighton has made, that, we urge the Government, through the State Department of Social Protection and Senior Citizen Affairs to develop and implement a programme for the care of children above the age of four years whose parents are The electronic version of the Official Hansard Report is for information purposesonly.
