    "content": "went there, they were not able to report, which means these people have not been supervised before. We are told that most of their institutions are just one ethnic group depending on where they are. If there is no proper oversight, the Chief Executive Officers (CEOs) will employ people around and see it as an entity which they can use. We are told that the accounting officers are ignorant of the Public Finance Management Act. How can we have such important institutions run by people who are ignorant, and how did they get those jobs? We have not put emphasis on these institutions. The Committee has recommended training but I think we should also look at the process of recruiting these officers. We are told they are not even sure whether they are compliant with PFM timelines and when to do accounting reports. This speaks volumes about the institutions we have. If you look at what comes out, to an extent, we have neglected these institutions. This Committee has done a good job. We are told there are stalled projects in the Kenya National Examinations Council (KNEC) and Kenya Institute of Curriculum Development (KICD). We are talking about years when projects have not been completed and a lot of money has been lost but every year we had the Public Investments Committee giving reports. How come these were not coming to us? Every year we have a budget process. How come these stalled projects were not picked in the budget process? We have the Public Accounts Committee. How come these stalled projects were not picked by these Committees? To some extent, we have let these institutions down and if we do that, then all the money we are spending on education is being wasted."
