    "content": " Thank you Hon. Temporary Speaker. I am happy with the response of the Cabinet Secretary in his off-the-cuff speech or response because what was written for him was not factual. Moyale County Council did not exist in the 1980s and when somebody says that land was given to them by a council, that is not factual.
