    "content": "different effects. The Regulations specify exactly how these devices will be developed and utilised. The Regulations will also prevent any tax or revenue leakages because inappropriate methods or devices will not be used. In this case, appropriate devices will be used. Therefore, we shall harness the tax or revenue that we might get from this process. The Regulations will also streamline the licensing and registration of persons undertaking this function. Persons who engage in this business will be properly registered and regulated. Therefore, we will implement the Act. The Regulations specify the activities which should be registered, who is supposed to register the practitioners or players, and how they are supposed to do their work. It is also important to inform the public. Upon consulting the public, several issues came out on the need to have order in this sub-sector and proper regulations for managing the sub-sector. I believe that the adoption of this Report will enable the Committee to ensure that the Excise Duty Act of 2013 is implemented. I support the Report."
