    "content": "Mr. Temporary Deputy Speaker, Sir, the hon. Member is quite right on the objective of the creation of this Regional Development Authorities. He is also quite right when he says that they are all under-funded. All the six of them are under- funded because they all rely on Treasury funding. We have recommended the system of build, operate and transfer. The Lake Basin Development Authority headquarters has stalled and requires Kshs800 million for it to be finished. We are considering that process of build, operate and transfer and it is in progress."
