    "content": "I want to indicate as a matter of concern that some Members have spoken to this. When we have too many scattered funds all over the place, then the kind of problems that the Committee has identified are likely to happen. They are thinly staffed, they share staff so even when you have an occasion where an audit is being undertaken, they will not be ready because of the challenges they are facing. Sometimes you can vilify the funds when, indeed, it is the way they are structured that is the problem."
