    "content": "Mr. Deputy Speaker, Sir, I want to ask the Assistant Minister the following question: Those special funds that the Government comes up with like Women Enterprise Development Fund, Youth Enterprise Development Fund and the Informal Sector Fund, have had numerous Questions coming to this House asking how the funds are utilized and whether they reach the people they were intended to, particularly when you use the channel of banks. Most of the time, when people go to those banks, they are given so many conditions. I thought the Government wanted to avoid all those conditions by making it a special fund. What measures have you taken to ensure that, that money actually gets to those informal sector people to use it for their small-scale businesses?"
