    "content": "If you look at the Constitution of Kenya and the Standing Orders, we are not taking away the duties and mandates of noble governmental agencies. We only come into play where somebody has tried all he can in his best endeavour and failed to get response from those charged with mandates to do these things. For example, the issue that we are speaking about right now properly belongs to the Communications Authority of Kenya. They must go there and try to see how that Authority will work, and if there is an opportunity to limit some of these things. We should not be the first ports of call. If we do that, we will not do all that wananchi want us to do. That is the point I want to pass across."
