    "content": "On a point of order, Mr. Deputy Speaker, Sir. I do not know whether you heard what the Assistant Minister said. He has said that the Ministry cannot dictate the rate at which the banks can lend the money. When the Government was starting the programme initially, it said that it will ensure that the money given by the Government to the banks will be land at reasonable rates to the beneficiaries. Has the Government position changed since it made the same Statement here? For your information, I brought a similar Question and there was an assurance from the Government that the money given to the banks will be given to the beneficiaries at reasonable rates."
