"content": "Hon. Members, secondary schools do not line up at the Ministry of Education for grants. Their allocation is sent directly to their bank accounts and they are responsible for hiring staff, payment of workers and purchase of items. Of course, the new funding model has several challenges. I thank Hon. Ruku and the Member who has spoken before me for touching on this aspect. The biggest challenge of this model is the lack of publicity. The Government and the Ministry of Education should come out and tell the people how the model works. They need to disseminate this information to the villages, churches and schools.
