    "content": "The new funding model is ingenious and good. It is trying to address the issue of big debts by public universities. Universities have been underfunded for quite some time. I have information that I would like to bring to the attention of the House. I will give an example of the cost of a Bachelor of Science in Education degree at the university. The total cost of the tuition fee for this programme is Ksh244,800. I want to focus on the less needy students. As Hon. Ruku said, we have four categories of students. One is the very vulnerable—these ones have zero ability to fund their education."
