The reason I asked this Question is I need clarity from the Cabinet Secretary because she has fiduciary responsibility to make sure that there is value for money and wastages are prevented. When the contractor finished the work, the Constituency Roads Committee, which is my Committee, went round and found five culverts, slight grading done and spot murraming that was dirty and muddy. We had to re-do the road using the Kenya Rural Roads Authority (KeRRA) money."
