    "content": " Thank you, Hon. Temporary Speaker, for giving me an opportunity to lend my voice to this important Bill. This issue is close to my heart. The title of my Bachelor of Laws (LLB) thesis was “Depletion of the Stratospheric Ozone Layer.” If we had taken action as a country back then, we would not be where we are today. We would not be suffering from the effects of climate change. I appeal to Members to support this Bill because we are taking action three decades late. We have seen the catastrophic effects of climate change. Kenya has ratified various international instruments. Therefore, it is imperative that we align our domestic legislation with our international obligations. The instruments include the United Nations Framework Convention on Climate Change, the Kyoto Protocol, and the Montreal Protocol on substances that deplete the ozone layer. This Bill is timely. For that reason, I support it."
