I know that Article 43(d) of our Constitution states that every Kenyan has a right to clean and safe water in adequate quantity. At the first engagement with this amendment, I thought the government was trying to initiate this amendment Bill to abdicate its responsibility of ensuring every Kenyan had this safe and adequate water.
