    "content": "I heard the Chairperson of the Departmental Committee on Blue Economy and Irrigation saying that the Member for Imenti Central opposed it because he had not read the Bill. I would be constrained to agree with the Chairperson because, had he read, he would know the people of Imenti Central are in dire need of water. The only way to guarantee the people of Imenti Central have water is to ensure that we have a PPP arrangement through the water purchase system or model of financing to actualise their dreams of having clean drinking water."
