    "content": "Hon. Speaker, this is a matter that calls for the involvement of this House to give direction. For the better part of last week, I was in the village and I received many students coming to my home with university admission letters. What was so mind-boggling and bizarre is the amount of money that they are required to pay for the first year at university and these are new students. The least that I saw was Kshs258,000 for one year. The highest for students wishing to pursue medical related courses is Kshs450,000. I acknowledge that the Ministry of Education came up with a new raft of measures as regards payment of school fees and it introduced two fundamental measures. One, is the scholarship and, two was the bursary element. Initially, every student was liable to capitation funds from the Ministry of Education to pursue their courses at the university that has since been scrapped and replaced by bursary and scholarships."
